The University of Minnesota is one of the largest, most complex research universities in the country. It also has numerous programs and collaborations with institutions around the world. Its legal needs are highly varied and specialized. The Office of the General Counsel (OGC) exists to meet those needs. This website provides an introduction to the legal services the OGC provides, and helps you determine whether you should contact one of the OGC attorneys. Two University Attorneys Will Be Honored on March 22, 2019
Senior Associate General Counsel Barbara Shiels and Senior Associate General Counsel Shelley Carthen Watson will receive Minnesota Lawyer's 2019 In-House Counsel Awards. Here is link to the announcement: https://minnlawyer.com/in-house-counsel/
Barb advises faculty and departments on health sciences research, including human and animal subject regulations, conflict of interest, research misconduct, and student issues. She will be retiring in June 2019, after 36 years in our office.
Shelley joined the office in 1999. Her practice is primarily devoted to providing advice, counsel, and training in labor relations and employment issues, as well as defense of the University in collective bargaining and internal grievance arbitrations, and administrative matters before the EEOC, Minnesota Department of Human Rights and Department of Labor.
